Invitation for Bids


Invitation for Bids for an evaluation of the state’s 911 system will be accepted until noon, June 1, 2023 at Legislative Post Audit, 800 S.W. Jackon, Suite 1200, Topeka, KS 66612.

State law requires the audit of the 911 system to determine:

  1. the status of 911 service implementation (note: at this time there is at most 1 PSAP who is not on the system);
  2. whether the moneys received by Public Safety Answering Points (PSAPs) pursuant to this act are being used appropriately; and
  3. whether the amount of moneys collected pursuant to the act is adequate; and These requirements are addressed in sections 4.3.1, 4.3.2, and 4.3.3 of the IFB.

Legislative Post Audit will evaluate the bids based on the evaluation as described in the IFB. The current evaluation requires several mandatory items and three scale-evaluated items. The mandatory items are listed in section 2.3 of the IFB and include things such as meeting the requirements of the IFB and independence. The scale-evaluated items are listed in section 2.4 of the IFB, and are the firm qualifications (25%), staff qualifications (50%), and proposed fee (25%).
